That difference in level defines the job. Between the house panel and the filtration there can be thirty or forty metres of route negotiating retaining walls, with the cable crossing places nobody wants to dig up again. It gets solved once and solved properly, or it becomes a recurring fault that is hard to trace.

When the filtration sits two levels below the house

At that distance the cable size stops being a detail. The pump motor starts with an inrush several times its running current, and if voltage drop along the route is high the motor starts under strain, heats up and eventually trips its breaker during the hottest hours. We size the conductor for the start, not for the steady load.

When there are several loads down there — pump, pool light, a socket for the cleaner — it pays to run one properly sized line to a small panel beside the pool and distribute from there, rather than pulling four cables from above. It is tidier, and it lets the pool be isolated without going up to the house.
