Electrical certificate (CIE) in Alicante: what it is

If you are connecting the electricity supply in a home, increasing your contracted power or legalising a renovation in Alicante, sooner or later you will be asked for the boletín eléctrico. It is one of those documents almost nobody has heard of until they urgently need it. What the electrical certificate (CIE) is

The boletín eléctrico — officially the Electrical Installation Certificate (CIE) — is the document that certifies an installation complies with the Spanish Low-Voltage Electrotechnical Regulation (REBT). It is issued and signed by a licensed electrical installer and registered with the competent authority of the Valencian Community.

In practice it is the "MOT" of your installation: it certifies that the panel, the protections, the earthing and the circuits are safe and compliant. Without it, the distribution company will not connect the supply.

When you need a certificate

The most common reasons clients call us are:

  1. Connecting power in a home that has never had a supply, or has been without one for years (a "new supply connection").
  2. Increasing contracted power — for example when installing air conditioning, an induction hob or an EV charger.
  3. Renovating the installation or changing the panel: a major renovation requires a new certificate.
  4. Changing the account holder when the company detects the previous certificate has expired.
  5. Commercial premises and business activities, where an up-to-date CIE is almost always required for the licence.

The certificate for homes has a limited validity (usually around 20 years, or less depending on the type of installation), so in older property sales it is worth checking whether it is still valid.

What the installer checks before signing it

A certificate is not signed "blind". Before issuing it, the licensed installer checks:

  • The electrical panel: that it has the main breaker (ICP), a residual-current device and circuit breakers per circuit. If the panel is old, it often has to be updated first — we cover this in how much it costs to replace an electrical panel.
  • The earthing and its resistance.
  • The condition and cross-section of the conductors.
  • That the installation matches the power you want to contract.

If something is not compliant, it cannot be certified as-is: it must be corrected. So be wary of anyone offering "a certificate without seeing the installation": either they are not a licensed installer, or they are signing off something they have not checked.

How to get your certificate in Alicante
